What is the process of working through the Home Performance with ENERGY STAR Program?
1. First. If you haven't yet, contact us here.
2. A Shamrock Inc Sales Consultant will come to your home and do a preliminary visual inspection of your home, explain the program to you, help you with any financing questions, discuss any specific concerns you may have about your home's comfort and indoor air quality and discuss energy savings possibilities and options.
3. A Shamrock Inc Home Auditor will come to your home and do the audit.
4. Soon after your Sales Consultant will contact you and show you the HPwES Proposed Measures document, which will confirm the estimated total energy savings (TES) of your project and, therefore, the incentives you are eligible for, give you a compete written proposal and discuss your options based on your home audit findings.
5. If you are interested in 0% financing, you apply for pre-approval (Shamrock can help with your financing options.)
6. If you are interested in proceeding with work you then sign the proposal and the HPwES Customer Participation Agreement
7. Once you have signed the above documents and your financing has been pre-approved, Shamrock may begin work.
8. Please keep in mind all township permits and inspections are still required. As with any job, Shamrock will obtain the nessary permits on your behalf and assist you with the scheduling of the inspections. These inspections will require you or a person you designate to be home during these inspections to allow access to inspectors of your home. It is possible you will have township inspectors and CSG inspectors and these inspections are likely not to be scheduled at the same time.
9. When your work is complete, you will sign a Certificate of Completion.
10. Shamrock then submits your completion paperwork to the HPwES Program for approval.
11. Your project may be selected for a field inspection by the program.
12. Lastly, the HPwES Program will process your rebate (which can take up to 90 days) and your financing company will initiate your financing.
What are this years incentive levels ?
The New Jersey Home Performance with ENERGY STAR program offers financial incentives on energy efficient improvement packages. The more energy savings measures you decide to install, the greater the incentive you may be eligible to receive. Enhanced incentives are available based on the home's estimated total energy savings (TES), as a result of energy efficient measures installed. The table below breaks down the incentives offered by the program.*
2011 NJ HPwES Customer Incentives and Requirements for Single Family Homes and Townhouses
Incentive Tier: Tier 1 Requirements: To be eligible for HPwES incentives, a homeowner must have a home assessment (audit) performed. Customer Incentive: None Incentive Tier: Tier 2 Requirements: Estimated total energy savings (TES) of at least 10% and less than 20%: Install air sealing and/or insulation, with the option of installing duct sealing and duct insulation measures. Customer Incentive: $1,000 cash rebate, not to exceed 50% of cost of the measures used to calculate TES. No loan option available. Customers who receive an incentive at this tier can also receive incentives through the WARM and COOL Advantage programs for any HVAC upgrades and conversions. Incentive Tier Tier 3 Level 1 Requirements: Estimated TES of at least 20% and less than 25%: Install air sealing, insulation, HVAC, DHW and/or other eligible measures. (Measures NOT eligible are appliances, lighting, doors and windows) Customer Incentive: $3,000 cash rebate, not to exceed 50% of cost of the measures used to calculate TES, And 0% interest loan up to $10,000 Incentive Tier: Tier 3 Level 2 Requirements: Estimated TES of at least 25% or greater: Requirements:Install air sealing, insulation, HVAC, DHW and other eligible measures. (Measures NOT eligible are appliances, lighting, doors and windows) Customer Incentive: $4,000 cash rebate, not to exceed 50% of cost of the measures used to calculate TES, And 0% interest loan up to $10,000*Program details and incentives are subject to change. Commitments not to exceed budget.
As a customer, what am I responsible for and what is Shamrock responsible for throughout the work being completed?
You are responsible for:
Applying for 0% financing, if wanted, with the guidance of Shamrock.
Deciding the energy efficiency measures to install in your home, in consultation with your Shamrock.
Sign required HPwES documents to be submitted to the program by Shamrock.
Allowing a field inspection of your home, if deemed necessary by HPwES.
Shamrock is responsible for:
Providing a report after completing your home audit/assessment, including recommendations for
Energy efficient upgrades
Measures needed to ensure the health and safety of your home
Submitting your signed contractor and the HPwES Proposed Measures documents to your financing company for review before work may begin.
Submitting to HPwES all required paperwork and making all required program software entries within the required timeframe. Projects that involve financing must be completed and paperwork submitted within 80 days of the date Shamrock claims the funds for your project in the program software; you will need to ask Shamrock for that date. Projects with no financing must be completed within 120 days of that claim date.
Submitting to the financing company the details of any changes made in the field to the original contracted work within 80 days of the claim date.
Remedying any field inspection issues within the required timeframe of 30 days and submitting the required follow up Inspection Report to HPwES.
How long does it take to receive the rebate?
If I have received a Home Performance rebate before, may I submit a new project for another rebate?
If you have previously participated in the HPwES program at the same site (home/townhouse), you cannot exceed current program incentives based on the site's achieved total energy savings.
Example: Your home achieved 25% total energy savings last year and you received $7,500 in incentives (the cap is 50% of total project cost up to $10,000, which means that the total cost of your project was $15,000).
If you now wish to add additional air sealing and would like to qualify for the $1,000 incentive should the project reach at least 10% total energy savings, would you be eligible for an incentive? In this case, the current incentive cap for your home would be $1,000 and since you already received $7,500 previously, you will be unable to qualify to receive the additional $1,000 as you have exceeded your cap level.
This rule only applies to a single homeowner for the length of the home ownership. If your new project is for a different premise, you may submit another HPwES application.
If I have received a WARMAdvantage and/or COOLAdvantage rebate for new equipment, may I apply for Home Performance incentives for the same equipment?
